AB 1645
State Budget: Liabilities
This measure requires the budget to include and account for an estimated $200 billion in unfunded liabilities. It would require the Governor to submit a report to the Legislature, with his budget, listing the states key liabilities and recommendations for retirement of these liabilities. Our failure to properly account for our liabilities has resulted in California having the worst credit rating among the 50 states. Therefore, I believe AB 1645 represents a step in the right direction toward getting our credit rating back to respectability.

CEQA Litigation Protection Pilot Program
This measure would create jobs by exempting 25 projects selected by the Business, Transportation and Housing Agency from further CEQA litigation following completion of the CEQA certification process.

UC Riverside Medical School
This measure would authorize the City of Riverside to form an infrastructure finance district (IFD) to fund the construction of medical school facilities on the property of the City of Riverside for use by the University of California, Riverside.
AB 288
Redevelopment Funds
This measure would authorize redevelopment agencies from contiguous jurisdictions within a single metropolitan statistical area to pool a portion of their housing set-aside funds to construct emergency shelters within the housing market area of the participating agencies and allow each participating agency to claim a portion of the credit for the housing units created, even though the units lie outside their individual jurisdiction.

Roy Wilson Memorial Highway
This measure would memorialize former Supervisor Roy Wilsons contributions to his community and the residents of the Coachella Valley by naming a portion of State Highway 74 in his honor.
